After approximately two decades after the first casino started its business in Russia, Russian government has banned gambling across most of its territory forcing casino owners drive the industry underground. All casinos and slot-machine halls are outlawed from the day the ban has come into effect in June 2009. With the exception of four far-flung special zones, no gambling is now allowed across the Russian Federation.

Online Gambling Sites Win One More Round

Kentucky, a haven for gamblers who want to bet on horse racing, has hit a setback in its efforts to stop unregulated online casino gambling. In a 2-1 ruling Tuesday, the Kentucky Court of Appeals said the state does not have the jurisdiction to seize 141 online casinos’ Internet domain names in an effort to keep them from operating in the state. The ruling also said a Franklin Circuit Court judge cannot hold further hearings on the issue. “This is a tremendous victory for Internet freedom and the rights of Kentucky residents who enjoy playing online poker,” said John Pappas, executive director of the Poker Players Alliance, in a statement. It has been estimated that about 13,000 Kentuckians play the online casinos. Jay Blanton, a spokesman for Gov. Steve Beshear, said the state did not receive the ruling until late Tuesday. “We want to take some time to review it. No decision has yet been made on whether to appeal it to the state Supreme Court,” Blanton said. (more…)

Online Gambling Legalization in The US Can Really Happen

dps Barney Frank – the chairman of the US Financial Services Committee – has introduced a bill that would legalize and regulate online gambling in the country. The bill is called the Internet Gambling Regulation, Consumer Protection, and Enforcement Act of 2009 (IGRCPEA). Though this new law can be considered similar to Frank’s previous bill called Internet Gambling Regulation and Enforcement Act of 2007, it is a more through carefully worked out law, where the main emphasis is laid on customer protection. This emphasis can convince oppositionist of online gambling legalization of the necessity of adopting the bill. The viewpoint of the previous law opponents was based on the children and problem gamblers concern. But the additions to the newly created bill carefully stipulate those controversial aspects.

Survey shows free online gambling puts teens at risk

Sex. Drugs. Alcohol. They’re all topics that parents, teachers and community leaders tend to talk to children about in hopes of preventing risky behavior.

But there is another issue officials think should be discussed: online gambling.

Gambling for free on the Internet has become the most popular gambling activity among youths in Oregon, according to a new survey.

That concerns officials who say it introduces teenagers to gambling and grooms them for other forms in which money is waged.

“You’re learning that gambling is fun, it’s stimulating, and it’s risk-free,” said Wendy Hausotter, problem gambling prevention coordinator with Oregon Department of Human Services. “That’s not true at all.”

There’s an estimated 1,700 gambling sites on the Internet that offer everything from casino-type gambling to poker to bingo. Many offer the option of gambling for free or for money.

The survey, commissioned by DHS last year, found that 33 percent of youths ages 12 to 17 — an estimated 94,659 teens — gamble online for free. (more…)
